Job Title: Humanitarian PDQ Manager
Locations: Abuja/Maiduguri, Borno, Nigeria
Role Purpose
- Save the
Children in Nigeria has experienced a rapid scale up of its humanitarian
response from 6 to 17 million USD over the past two years.
- The response is
focused on the northeast of Nigeria which is experience a massive
humanitarian crisis due to the insurgency and counter-insurgency
operations. The Save the Children humanitarian response in the northeast
focuses on sectors like: FSL, nutrition, education, WASH and child
protection.
- Within this
context, the Humanitarian Program Development and Quality Manager has a
strategic role in leading on humanitarian planning, quality programming
and managing and improving MEAL systems within the humanitarian context in
northeast Nigeria.
- The role holder
has direct oversight and direction responsibilities of thematic technical
advisors in addition to MEAL and has direct support role in producing the
sector related updates in the the monthly humanitarian sitrep reports with
the communication team. The position will be based in Abuja or Maiduguri
with 50% travel.
Scope
of Role
- The Humanitarian
PDQ Manager reports directly to the Director of Humanitarian Programme and
is expected to provide support with strategic programminc decisions,
expansion plans, lead on assessment tool production and have overall
oversight on programme quality and development to consolidate SCI’s humanitarian
interventions and expand the humanitarian portfolio.
- She/he engages
actively with UN led sector working groups in the absence of respective
TAs; engages with the designated operational and thematic backstops on
programme quality and development related issues and is a member of the
ESMT at the CO level.
- She/he also
engages with sector related government stakeholders for strategic mapping
of areas of intervention and plays a key role in building evidence based
strategies for programming.
- She/he is responsible
in ensuring that the programme quality related KPIs (reporting quality
KPI) are met.
Key
Areas of Accountability
- Humanitarian
strategic planning and development:
- Engage the
technical team in a shared vision and strategy
- Lead on
strategic documents such as researches, and assessments in response
planning (as relevant)
- Support Comms.
In finalizing the monthly Sitreps
- Lead (where
necessary) and contribute to proposal development processes and programme
design
- Lead on
programme quality:
- Support needs
assessment, analysis and evidence base for programmes
- Oversee
appropriate, relevant and timely technical advice and capacity building
to enable quality in programme implementation.
- Support MEAL
systems:
- Support with
quality review of donor reports
- Ensure rigorous
monitoring of programme indictors by programmes, and data verification by
MEAL
- Ensure robust,
diverse and functional accountability mechanisms are known to SCI staff,
local communities and partners (CRM and CSG reporting mechanisms for
the humanitarian programme)
- Working with
MEAL team to roll out quality benchmarks and quality monitoring and
reporting systems (as per the CO MEAL KPIs)
- Adopt and
promote a culture of innovation and learning
- Ensure
children’s voices are captured by promoting safe participation of
children in MEAL activities

Qualifications
- Master degree in
a relevant discipline or equivalent is desired.
- Additional
training degrees on humanitarian response programming, budgeting for US
and EU based donors or equivalent
Experience
and Skills
Essential:

- Recognized
leadership role in relevant technical areas at both field and country
level
- Substantial
experience in management experience in an NGO environment, including
experience directing and implementing programs for children in a
protracted emergency context, preferably with solid experience in more
than one of the Save the Children priority sectors: education, protection,
Child rights governance, youth development, food security and livelihoods
- An understanding
of the issues concerning the NGO sector, both development and humanitarian
issues
- Solid experience
of developing and managing monitoring and learning systems
- Good analytical
skills. Effective negotiator, with the ability to positively influence
cross departmental and cross sector working
- Strong advocacy
and policy development/implementation experience and skills
- Proven ability
to lead proposal development teams for US government, ECHO and EU
proposals
- Credibility to
lobby, influence and represent Save the Children at all levels
- Resource
management, training, capacity building, coaching, and mentoring skills
- Ability and
willingness to dramatically change work practices and hours, and work with
incoming teams, in emergencies
- Commitment to
and understanding of Save the Children's aims, values and principles
including rights-based approaches
- Proven ability
and experience in report writing and quality review
- Fluency in
English (speaking and writing)
Desireable:
- Experience in
working in Nigeria, particularly northeast Nigeria
- Knowledge of
Hausa or Kanuri language
