The body of a 21-year-old young woman identified as Carol Ngumbu was
found alongside that of Chris Msando, the Independent Electoral and Boundaries
Commission ICT Manager.
Mr Musando went missing on Friday, July 28.
His body was found in Kikuyu, in the outskirts of Nairobi on Saturday
morning and taken to City Mortuary.
However, it was only on Monday that it was identified by relatives and
colleagues before being transferred to Lee Funeral Home, Nairobi.
A cursory look at his remains reveals that he died a painful death. The
body has visible injuries in the back and left side of his head and on his
belly.
Both hands have cut wounds and the right forearm is broken. His face has
no injury but fresh blood was oozing from the nose by Monday mid-morning. The
neck also had many injuries, pointing to possible strangling and bludgeoning by
the death squad.
IEBC Chairman Wafula Chebukati on Monday viewed Mr Msando’s body and said
it was clear “he had been tortured”.
He termed the death as “murder” even as he agreed that a post-mortem had
to be carried out to determine the cause of his death.
The IEBC’s ICT deputy director has gone missing days before mock election
results transmission.
He was last seen on Friday night, chairman Wafula Chebukati said in a
statement on Sunday.
“The last communication from him is an SMS sent to one of his colleagues
at around 3am on Saturday morning,” Chebukati said.
He added the content of the SMS suggested Msando was conscious and fully
aware of his itinerary for the day.
“The matter has been reported to police and the commission, together with
family members, is working closely with them to establish his whereabouts.”
Msandi was filling in for IEBC director of ICT James Muhati who was sent
on a 30-day compulsory leave for not cooperating with the audit department.
Muhati was dismissed after a report by the Audit, Risk and Compliance
department.
Meanwhile, Carol's mother describes her as calm and peaceful. She had
just cleared her education at KMTC Karen and was awaiting graduation in
December.
Her sister Jedidah said that Carol and Msando had been friends for months
and that fateful evening she had spoken with her and she(carol) said she was
going to have drinks with him.
