French firm Safran to manage Kenya's elections

Kenya's electoral commission has single-sourced an integrated election management system from French firm Safran.


The deal comes just a day after the Independent Electoral and Boundaries Commission (IEBC) struck out $31.1 million (Sh3.2bn) tender.

IEBC on Friday said it had single-sourced the Kenya Integrated Election Management System from Safran.

Time constraints

Safran provided Biometric Voter Registration 9,700 kits that were used in Kenya's March 4, 2013 General Election.

On Wednesday, IEBC cancelled the $31.1 million, citing insufficient budget and time constraints.

“Your financial bid was significantly above the budgetary provision,” IEBC CEO Ezra Chiloba wrote in his letter to Gemalto, also a French company, which reached the valuation stage of the tendering.

On schedule

The Safran system will integrate all the process of the poll, including biometric voter registration and identification, electronic results transmission and party/candidate registration systems.

The election tool, the commission said on Wednesday, was supposed to be in place four months to the August 8 General Election, which is by April 2017 and be tested at least 60 days before the polls.


But on Friday, IEBC Chairman Wafula Chebukati allayed fears of lagging behind the deadlines for acquisition, installation and testing of the system, saying they were on schedule and would deliver a credible poll.
